A/c in the area was not reported to ATC. A pinball weather balloon is scheduled to be launched at 100Z (15 minutes before sighting) at Phoenix, Arizona. This flight was not reported to ATC, [ILLEGIBLE] correlation with Williams balloon observation.

11. BRIEF SUMMARY AND ANALYSIS Silver disc shaped object traveled at a high rate of speed in a S direction. Object was observed 16 miles N of Williams and by a civilian test pilot in an a/c traveling in a N direction. Estimated altitude of object at 5,000 ft. Disc shaped object 23 feet in diameter.
