10. BRIEF SUMMARY OF SIGHTING Generally hovering--very little change in position. One source thinks it was paper in an updraft? No definite conclusions. Color: Silver Shape: Circular w/dome
11. COMMENTS Detailed Report--Visual sighting with a telescope, theodolite, binoculars. Attempted radar and airborne interception. (Descriptive details and motion consistent with balloon sighting. Without wind data, a def evaluation is impossible. However if the balloon did not have a radar reflector it would explain why no radar contact was made.)
