Aircraft reported an unidentified aerial phenomenon on the RDU235030 while N bound at 31,000 feet. The unknown phenomenon was flashing white lights rapidly climbing and descending. No description or distance reported. PIC said they see this object every time they pass this area of the US. The PIC did not believe it was LEO Satellites. EADS/NORAD/NCRCC notified.
